Service Fees

Below is a list of Charleston Water System's service fees. Not all fees are listed. For questions about these fees, send us an e-mail. Last updated January 2012.

Water Service Origination Fee	$30	One-time non refundable and nontransferable fee for establishing a water account. Map of water service area
Sewer Service Origination Fee	$30	One-time non refundable and nontransferable fee for establishing a sewer account. Map of sewer service area
Revisit/Service Call Fee	$30	Charged for requests to re-read a meter or other return visit requests.
After Hours Visit Fee	$50	Surcharge for any service rendered outside of normal business hours.
Non-Payment Fee	$50	Fee for disconnection or scheduled disconnection of water/sewer service due to non-payment.
Return Check Fee	$35	Fee for returned checks.
Bad Debt Processing Fee	$25	Fee for processing bad debt.
Flow Search Investigation Fee	$50	Customers experiencing unexplained high water usage may request a flow detection device, which records all water flowing through a meter to help identify the source of a leak.
Meter Replacement & Test Fee	$50	Fee for testing and replacing a water meter at a customer's request. If the meter is deemed defective, the fee is waived.
Property Manager Program Fee	$30	Allows landlords of rental property to maintain water service in between tenants for up to 28 days and 4 Ccf (2,992 gallons) of water usage. Notice: Beginning Jan. 30, 2012, Property Manager accounts will also be charged the applicable sewer account origination fee, which ranges between $15 - $30, depending on the sewer agency that serves the property.
No Access to Water Meter Fees
First Offense	$0	Fee charged for blocking access to water meter that prevents Charleston Water System from collecting a meter reading.

Unauthorized Use Fees
Water Service	$50	Charged for using residential water service without paying.
Fire service	$500	Charged for unauthorized use of water lines dedicated to fire protection.
Fire hydrant	$500	Charged for unauthorized use of a fire hydrant.
Tap/Bypass	$500	Applied for bypassing a water meter.
Sewer connection	$500	Fee charged unauthorized use of the sewer system.
Crimping Fee	$500	Applied if Charleston Water System must terminate water service at the main.
Backflow Administration Fee	$25	Fee for each backflow prevention device.
Grease Trap Origination Fee	$25	Fee charged to register all grease traps for commercial/industrial customers. Non refundable and nontransferable.
Grease Trap Inspection Fee	$50	Semi-annual fee charged to food establishments for required grease trap inspections.
Sewer Connection Investigation Fee	$200	Inspection of a customer's connection to the sewer system by smoke testing, dye testing, etc.
Sewer Disconnection/Reconnection Fee	$600	One-time flat fee charged for installation of a wastewater Elder Valve on a sewer lateral for sewer-only disconnection.
Individual Wastewater Pump (Grinder) Maintenance Fee	$30/month	Charged to a property owner for maintenance of the on-site individual wastewater pump station and force main that serves a single property. Fee is charged monthly in addition to the volumetric sewer charge.
