Obtaining Service for New Development
The New Development Group in our Engineering Department is responsible for assisting developers with projects in our water and sewer service areas. This includes water/sewer service availability determination, technical reviews, construction permitting, impact fee assessment, and encroachment permitting. We also provide system map information for new projects and perform hydrostatic flow tests.
Developers, their engineers and contractors are responsible for meeting our Minimum Standards and following established Developer Policies and Procedures for payment of fees and project submittals.
Notice of Revisions:
Effective June 2, 2017, Section 3, paragraph G.2.e. revised to require two (2) copies of Closed Circuit Television (CCTV) inspection for wastewater gravity sewers as part of the Final Inspection package.
Impact Fee Increases and Important Policy Change
On December 16, 2015, Charleston Water System’s Board of Commissioners approved a three-phased incremental increase to water and wastewater impact fees, with the first increase on July 1, 2016, the second on July 1, 2017, and the third on July 1, 2018.
In addition, the Board approved reducing the Unit Contributory Loading (UCL) for an Equivalent Residential Unit (ERU) from 400 gallons per day to 300 gallons per day, effective January 1, 2016.
